If your water heater is not working, and the water is not getting hot. Or the water is hot at the beginning but becomes lukewarm after a few minutes, you can troubleshoot it yourself. You’ll need a basic multimeter to check the voltage and resistance or continuity of the heating element and the thermostat. But with a clamp meter, you can check the current flow through the element in Amps.
